Homeschooling
As the homeschooling movement grew in the 1980’s, there were some problems for children with learning disabilities.
Homeschooling was new to most school officials, and the public schools did not like the idea that “their LD kids” were being removed from public schools by homeschooling parents.
School officials mailed notices about the Federal law (94-142) to the parents, stated the public school roles and responsibilities, and went on to tell the parents they were required to come to a Pupil Evaluation Team meeting concerning their child.
I heard this over and over, and with some research, I was able to state the details clearly to families and Special Education Directors.
Federal law required the schools to OFFER and MAKE AVAILABLE special education services for identified LD students. The law does NOT require the parents to TAKE or USE the services.
Now it comes up only once or twice a year.
